Sniffer is a passive SIP/RTP packet sniffer that captures call traffic, tracks SIP dialog state machines, and emits OTEL CDR spans and metrics for call quality monitoring: jitter, packet loss, MOS, call setup time, and post-dial delay. Requires CAP_NET_RAW (granted via the systemd unit or setcap).
